Default How do you kill house plant bugs that attack the roots?

The bugs are little tiny almost gnat worm looking, but all the pesticides i have tried for gnats do not work. They are black, brown and white and i can not get rid of them. I find them just under the top dirt and around the roots. They are now in all of my houseplants Help please
