Let me tell you that it isn't legal to have two plants per house. Cultivating weed is a felony in the state of Arizona even if it is one plant. Whom ever told you this is wrong and they need to recheck the law.

Your stoner cousin is kind of right. IF you have a legal doctor issued arizona state medical marijuana use card THAN you may legally grow 2 plants for personal use only. You can also go to state run marijuana dispensaries and pick up your weed as easy as you can pick up tylenol at target. But you need the state card to do it. Some other states have this as well. IN NO STATE IN THE UNION IS MARIJUANA USE/POSSESSION OR CULTIVATION LEGAL in and of itself

Call the Scottsdale police and they will even come and inspect them for you to be sure they are growing well.

Well I happen to know someone in Scottsdale who keeps a lovely pot plant growing in the spare bathroom...but it is quite illegal!!

I doubt the uptight conservatives in AZ would go for that.
