Put a small covering over the plants, or put something around it that stops the cat from getting too close. Also, if possible, raise them off the floor.

they have a spray they sell at wall-mart and u spray they plant and the cat smells it and backs away thats what we do to our dog its for both cats and dogs it works great

Put the plants out of reach and give kitty an alternative.

Put glass marbles over the dirt. It will look cool and water will go through but it should be much less appealing to kitty.

Cats hate foil, so try covering the dirt in foil.
