In 1762, "Virginia awarded bounties for hempculture and
manufacture, and imposed penalties upon those who did not
produse it."

George Washington was growing hemp at Mount Vernon three years
later--presumably for its fiber, though it has been argued that
Washington was also concerned to increase the medicinal or intoxicating potency of his marijuana plants.

yes. A lot of farmer grew hemp back then. The Declaration of Independance was written on hemp paper.
Unlike the stuff you get from Mexico or Columbia, the THC level of industrial hemp is so low you'd probably die of smoke inhalation before you got loopy from it.
North Dakota farmers can now raise hemp but Big Brother stills makes it a pain in the butt for them.
