can I plant collards, mustard, and turnip greens as a winter garden here in Oregon?
I would like to do a winter garden... is it too late?.. and if not what can I plant?

Yes, you can. No, it's not too late. If your winters are mild, you can sow them, and then mulch or cover the young plants a bit when you have freezes.
You can also plant garlic.
