Default Can someone help with the rules that apply to garden clippings being taken away?

We have a row of Leylandi(?) at the bottem of our garden and prune them twice a year. This year my husband asked the man over the back of us if he would like his side pruned too as they had grown into his garden. He did this (they were really bad as he has never touched them) along with a bit of other cutting and left the cuttings on a plastic sheet. Our cuttings are minimal as we keep it up together and we can easily get rid of our rubbish (our area doesn't collect garden waste yet). However, we had a quote from a rubbish collector and he has quoted £110 to take both lots away which is not an option at this time of year!! Where do we stand? Are we responsible for taking this waste away or is that his problem? He is hassling us so want to know what is the correct procedure before we deal with him. Only polite helpful answers please.
