Can we ever be too careful? Can't we even water our gardens anymore?

This world iis in a hep. A pensioner, was watering his garden last week, when a youth walked past and swore at him, and insulted him the older man sprayed the hose on him, and the youth jumped the fence and beat him so badly, he died. Where is all this leading?
