My friend was going to but he waited to long to get permits needed. So make sure you check it out ahead of time and you will be fine.

Yes you have to contact the owner or the people who take of it... usually there is a small fee involved.

You sure can ) I did in November & it was just perfect!
You are best off calling your local council to check for fees & other bookings. If you are not booked in & another couple is, you unfortunately will be asked to leave. Parks also have restrictions on what you can take such as rice & paper for confetti & glass objects (such as wine glasses beer bottles etc) The park I married in would not allow us to have our ceremony in the flower garden as it is sacred grounds to someone or other so that would be another good reason to call your local council!
Also by booking yourself in will also allow you to have access to electricity for the celebrants microphone )
It also helps if you book to keep the public at bay & out of your photos ;o)

it is possible, in fact I called Innis gardens here in columbus and they told me it was free however I had to keep the guestlist (including bride, groom and bridal party ) down to 50 people or less, no music, no decor, and it was first come first serve!

I didn't want to show up at my ceremony site and someone else have it for the time I wanted to be married.

I'm quite sure people are able to. Many in my city marry in the city's botanical gardens.
