if u mean the 2 on the sides the, sorry but u cant. my walkthrough i have for it says they dont leave. but between 4 to 6 in the morning i think that is the right time, u can touch the statue because the police dude aint there.

u need to go to the pokemon contest place first. if that doesnt work, u need the next gym badge.
