How do you stop the cats pooing in plant pots in the garden?

Please only answer with suggestions that you know actually work.
I've tried the citrus thing, the mirror thing and the bottles of water none of them keep the pests out.
I'm going to try one last time before I take the pots and empty them in the owners garden.
Please save me from starting a dipute with my neighbour.
