I am finding it hard to keep weeding my flower beds. If I put mulch down do I need to weed the bed first?

I would recommend weeding before you put down the mulch or some of the weeds will most likely push their way through to light. The other problem is depending on how tall the weeds are it could take a lot of extra mulch to cover tall weeds. Phil The Gardener
