Default Watering the garden is between 6am and 8am. Why?

Why not midnight when I'm awake. Tuesday and Saturday are the only days due to water restrictions. Tuesday I gotta work. Saturday I wanna sleep in. I can understand not watering during the day. A lot of it is evaporated. Timer systems can be set to water during the night.
