What should I do w/ my tree? (bonsai)?

Bought a "ficus gingsen" tree n it's getting weak. I've fallowed all the instructions but nothing.....I also c some "white" stuff around it...Is this reversible?

Are you keeping it inside or outside? Can you post a picture of the white stuff?
