Will my flowers grow?

I have really hard clayey dirt so I baught big railroad ties and made a border and then filled to the top dirt. So I filled about 3/4 ft of dirt. Then I planted small flowers. Will they grow? Oh and I mixed the top dirt with some really good and quite a bit of compost. I have not have my ground tested because I think its a waist.
