Default Desert Willow (Chilopsis linearis) - Can this tree grow in the following conditions?

Heavy clay soil;

An occasional water level of 10' below ground surface
(after some unnusually, heavy rains)...

We have both circumstances,
yet we really want a Burgandy Desert Willow!

(We understand that they like good drainage, but is there something we could do to get it to grow here? What? Even if we have to replace it after such unnusually heavy rains, would it be able to take the heavy clay soil? I'm willing to replace, if ncessary. I can keep some cuttings rooted each year, just in case...)
