Default Is it good to plant plants or trees in the winter?

I’m in Houston TX, the coldest it gets down hear is low to mid 20's usually just a week or two. But our average winter temp. Is about low to mid 40's. If I can plant, what plants do you guys recommend? Is there a web site I can do some reading? Looking for some nice pretty plants for the front yard and minimum maintenance. Thanks
