I'm in Ohio and we have bought a live balled & burlaped xmas tree for years. We plant it in early January. Never had a problem. We dig the hole in earyl Dec. Hard ground could be a problem in certain parts... Planting/transplanting a tree when its dormant is usually fine and often prefered. Btw, our state forestry sells trees and ships its trees in Dec and April -( bareroot trees).I think they have some info on their website - google: Ohio Division of Forestry tree sale. I planted dozens of BC 7 years ago and they are jamm'in. Good luck
Cheers

Sounds like you're near me in Texas or the like. Winter is a great time to plant trees. They are dormant and will begin to put our roots so that when spring arrives they are ready to leaf out and begin growing. Go for it.
