Default What is growing on my Peach Tree?

I have a peach tree in the back yard. It is about A little under six feet. The top part had died off and what used to be considered 'suckeres' Became the plants branches. Recently something that looks like white fungus started growing on some stems, leaves and at the exposed roots. I dont want to cover the roots until I know if the fungus is not contagious.I want to really get rid of it.. I also Know that it is not powdery Mildew. I also want to know if its just a normal symptom or if its helping the plant strive in Florida. Also Tips on care would be nice.
