Default Is it possible to grow fruits and vegetables in a bag of potting soil?

I have heard that by poking a few drain holes in the bottom of a bag of potting soil, then cutting "X's" in the top for planting, can cut down on watering, tilling and weeding the plants. Can this method work on a raised platform or do the bags need to be on the ground? I need to find an easy and effective way for my husband to continue to garden after his back and neck surgery.
